An Act to amend the Zambia Wildlife Act. [ 12th June, 2026
ENACTED by the Parliament of Zambia. 1. (1) This Act may be cited as the Zambia Wildlife
(Amendment) Act, 2026, and shall be read as one with the Zambia
Wildlife Act, in this Act referred to as the principal Act. (2) This Act shall come into operation on the expiry of the
term of office, or removal by the Minister, of the members of the
Committee holding office prior to the enactment of this Act, after
which the Minister shall appoint the members of the Committee in
accordance with this Act. 2. Section 2 of the principal Act is amended by the insertion of
the following new definitions in the appropriate places in alphabetical
order:
“Anti-Corruption Commission” means the Anti-Corruption
Commission established under the Constitution;
“Emoluments Commission” means the Emoluments
Commission established under the Constitution; and
“legally disqualified” means the absence of legal capacity as
provided in section 4 of the Mental Health Act;. Enactment

3. Section 7 of the principal Act is amended by the—
(a) deletion of subsections (2), (3), (4) and (5) and the
substitution therefor of the following:
(2) The Committee consists of the following
part-time members appointed by the Minister:
(a) a representative each of the ministries
responsible for—
(i) chiefs;
(ii) green economy; and
(iii) mines;
(b) a representative of the Office of the
President;
(c) a representative of the Attorney-General;
(d) a representative of the Anti-Corruption
Commission;
(e) a representative each from an association
responsible for—
(i) the hunting industry; and
(ii) tourism operators;
(f) a representative of the Wildlife Producers
Association of Zambia;
(g) a representative of a civil society
organisation with knowledge and
experience in matters relating to tourism
and wildlife; and
(h) one person from the private sector with
relevant knowledge and experience in
matters relating to this Act. (3) The Director shall be an ex-officio
member of the Committee. (4) The ministries, institutions and
organisations referred to in subsection (1) shall
nominate their representatives for appointment by the

(5) The Minister shall appoint the Chairperson
from among the members of the Committee.;
(b) insertion of the following new subsections immediately
after subsection (5):
(6) The members of the Committee shall elect
the Vice-Chairperson from among themselves.
(7) A person shall not be appointed as a
member of the Committee if that person—
(a) is not a citizen;
(b) is an undischarged bankrupt;
(c) is legally disqualified from performing the
functions of a member; or
(d) has been convicted of an offence under
this Act or any other written law and
sentenced to imprisonment for a term
exceeding six months without an option
of a fine.; and
(c) renumbering of subsections (6) and (7) as subsections (8)
and (9), respectively.
4. The First Schedule to the principal Act is amended by the
repeal of the heading and the substitution therefor of the following:

FIRST SCHEDULE
(Section 7(9))
THE WILDLIFE MANAGEMENT LICENSING COMMITTEE
5. The First Schedule to the principal Act is amended—
(a) in paragraph 3, by the deletion of subparagraph (5) and
the substitution therefor of the following:
(5) Seven members shall form a quorum at a
meeting of the Committee.; and
(b) by the deletion of paragraph 5 and the substitution therefor
of the following:
5. A member of the Committee or sub-
committee of the Committee shall be paid allowances
that the Emoluments Commission may, on the
recommendation of the Minister, determine.
