National Health Research (Amendment) [No. 64 of 2026 747 Short title and commence- ment An Act to amend the National Health Research Act. [ 12th June, 2026 ENACTED by the Parliament of Zambia. 1. (1) This Act may be cited as the National Health Research (Amendment) Act, 2026, and shall be read as one with the National Health Research Act, in this Act referred to as the principal Act. (2) This Act shall come into operation on the expiry of the term of office, or removal by the Minister, of the members of the Council holding office prior to the enactment of this Act, after which the Minister shall appoint the members of the Council in accordance with this Act. 2. Section 2 of the principal Act is amended by the insertion of the following new definitions in the appropriate places in alphabetical order: “Emoluments Commission” means the Emoluments Commission established under the Constitution; and “higher education institution” has the meaning assigned to the words in the Higher Education Act;. 3. mmission established under the Constitution; and “higher education institution” has the meaning assigned to the words in the Higher Education Act;. 3. Section 7 of the principal Act is amended by the— (a) deletion of subsection (2) and the substitution therefor of the following: (2) The Council consists of the following part- time members appointed by the Minister: Enactment Amendment of section 2 Cap. 318 Cap. 1 Cap. 136 Amendment of section 7 GOVERNMENT OF ZAMBIA ACT No. 64 of 2026 Date of Assent: 4th June, 2026 Single Copies of this Act can be obtained from the Government Printer, P.O. Box 30136, 10101, Lusaka, Price K4.00 each (a) a representative each of the ministries responsible for— (i) Health; (ii) science and technology; and (iii) finance; (b) a representative of the Attorney-General; (c) a representative of a higher education institution; (d) a representative of an institution engaged in research and development; (e) a representative of the pharmaceutical industry; (f) a representative of a civil society organisation engaged in matters relating to health; and (g) one person from the private sector with knowledge and experience in matters relevant to this Act.; (b) insertion of the following new subsection immediately after subsection (2): (3) The ministries, institutions and organisations referred to in subsection (1) shall nominate their representatives for appointment by the Minister.; and (c) renumbering of subsections (3), (4), (5) and (6) as subsections (4), (5), (6) and (7), respectively. 4. The Schedule to the principal Act is amended— (a) in paragraph 4(5), by the deletion of the word “Seven” and the substitution therefor of the word “Five”; and (b) by the deletion of paragraph 5 and the substitution therefor of the following: 5. rd “Seven” and the substitution therefor of the word “Five”; and (b) by the deletion of paragraph 5 and the substitution therefor of the following: 5. A member of the Council, Board or any committee of the Council shall be paid allowances that the Emoluments Commission may, on the recommendation of the Minister, determine.
