The National Health Insurance (Amendment) Act , 2026

An Act to amend the National Health Insurance Act. [ 12th June, 2026
ENACTED by the Parliament of Zambia. 1. (1) This Act may be cited as the National Health Insurance
(Amendment) Act, 2026, and shall be read as one with the National
Health Insurance Act, in this Act referred to as the principal Act. (2) This Act shall come into operation on the expiry of the
term of office, or removal by the Minister, of the members of the
Board holding office prior to the enactment of this Act, after which
the Minister shall appoint the members of the Board in accordance
with this Act. 2. Section 2 of the principal Act is amended by the insertion of
the following new definitions in the appropriate places in alphabetical
order:
“Health Professions Council of Zambia” means the Health
Professions Council of Zambia established under the Health
Professions Act, 2024; and
“Zambia Institute of Chartered Accountants” means the
Zambia Institute of Chartered Accountants established
under the Accountants Act. 3. Section 6 of the principal Act is amended by the deletion of
subsections (1) and (2) and the substitution therefor of the following:

(1) There is constituted the Board of the
Authority which consists of the following part-time
members appointed by the Minister:
(a) a representative each from the ministries
responsible for—
(i) health;
(ii) finance; and
(iii) labour;
(b) a representative of the Attorney-General;
(c) a representative of the Health Professions
Council of Zambia;
(d) a representative of the Zambia Institute
of Chartered Accountants;
(e) a representative of an association
representing employees in the private
sector;
(f) a representative of an association
representing employers in the private
sector;
(g) a representative of an association
representing employers in the public sector;
(h) a representative of of the Churches Health
Association of Zambia; and
(i) one person with knowledge and experience
in actuarial science.
(2) The ministries, institutions and organisations
referred to in subsection (1) shall nominate their
representatives for appointment by the Minister.
