An Act to amend the National Council for Construction Act. [ 12th June, 2026
ENACTED by the Parliament of Zambia. 1. (1) This Act may be cited as the National Council for
Construction (Amendment) Act, 2026, and shall be read as one
with the National Council for Construction Act, 2020, in this Act
referred to as the principal Act. (2) This Act shall come into operation on the expiry of the
term of office, or removal by the Minister, of the members of the
Board holding office prior to the enactment of this Act, after which
the Minister shall appoint the members of the Board in accordance
with this Act. 2. Section 2 of the principal Act is amended by the—
(a) deletion of the definitions of “architect”, “quantity
surveyor” and “Quantity Surveyors Registration Board”;
and
(b) insertion of the following new definitions in the appropriate
places in alphabetical order:
“Technical Education, Vocational and Entrepreneurship
Training Authority” means the Technical
Education, Vocational and Entrepreneurship

Technical Education, Vocational and
Entrepreneurship Training Act; and
“Zambia Institute of Quantity Surveyors” means the
Zambia Institute of Quantity Surveyors
established under the Zambia Institute of
Quantity Surveyors Act, 2024;. 3. Section 7 of the principal Act is amended by the deletion of
subsection (1) and the substitution therefor of the following:
(1) There is constituted the Board of the
Council which consists of the following part-time
members appointed by the Minister:
(a) a representative each from the ministries
responsible for—
(i) infrastructure; and
(ii) local government;
(b) a representative of the Attorney-General;
(c) a representative of the Engineering
Institution of Zambia;
(d) a representative of the Zambia Institute
of Architects;
(e) a representative of the Zambia Institute
of Quantity Surveyors;
(f) a representative of the Technical Education
Vocational and EntrepreneurshipTraining
Authority;
(g) a representative of a civil society
organisation involved in engineering;
and
(h) one person from the private sector with
knowledge and experience in matters
relevant to this Act. 4.

Paragraph 3(4) of the First Schedule to the principal Act is
amended by the deletion of the word “Six” and the substitution
