An Act to amend the Medicines and Allied Substances Act. [ 12th June, 2026
ENACTED by the Parliament of Zambia. 1. (1) This Act may be cited as the Medicines and Allied
Substances (Amendment) Act, 2026, and shall be read as one with
the Medicines and Allied Substances Act, in this Act referred to as
the principal Act. (2) This Act shall come into operation on the expiry of the
term of office, or removal by the Minister, of the members of the
Board holding office prior to the enactment of this Act, after which
the Minister shall appoint the members of the Board in accordance
with this Act. 2. Section 2 of the principal Act is amended by the insertion
of the following new definitions in the appropriate places:
“Emoluments Commission” means the Emoluments
Commission established under the Constitution; and
“Health Professions Council of Zambia” means the Health
Professions Council of Zambia established under the Health
Profesions Act, 2024. 3.

Section 7 of the principal Act is amended by the deletion of
subsection (1) and the substitution therefor of the following:
(1) There is constituted a Board of the Authority which consists
of the following part-time members appointed by the Minister:
(a) a representative each of the ministries responsible for—

(i) health;
(ii) animal health; and
(iii) commerce;
(b) a representative of the Attorney-General;
(c) a representative of the Health Professions Council of
Zambia;
(d) a representative of the Pharmaceutical Society of Zambia;
(e) a representative of the Veterinary Association of Zambia;
(f) a representative of the Zambia Medical Association; and
(g) one other person with knowledge and experience in
matters relevant to this Act.
4. The First Schedule to the principal Act is amended—
(a) in paragraph 3, by the deletion of subparagraph (4) and
the substitution therefor of the following:
(4) Seven members shall constitute a quorum at a
meeting of the Board.; and
(b) by the deletion of paragraph 4 and the substitution therefor
of the following:
4. A member of the Board or any committee of
the Board shall be paid allowances that the Emoluments
Commission may, on the recommendation of the Minister,
determine.
