An Act to amend the Citizens Economic Empowerment Act. [12th June, 2026 ENACTED by the Parliament of Zambia. 1. (1) This Act may be cited as the Citizens Economic Empowerment (Amendment) Act, 2026, and shall be read as one with the Citizens Economic Empowerment Act, in this Act referred to as the principal Act. (2) This Act shall come into operation on the expiry of the term of office, or removal by the President, of the members of the Commission holding office prior to the enactment of this Act, after which the President shall appoint the members of the Commission in accordance with this Act. 2. Section 2 of the principal Act is amended by the insertion of the following new definition in the appropriate place: “Zambia Agency for Persons with Disabilities” means the Zambia Agency for Persons with Disabilities established under the Persons with Disabilities Act;. 3. (1) The Commission consists of the following part-time Commissioners appointed by the President: (a) a representative each of the ministries responsible for— (i) small and medium enterprises; (ii) finance; and (iii) labour; (b) a representative of the Attorney-General; (c) a representative of the Zambia Agency for Persons with Disabilities; (d) a representative of the Zambia Association of Manufacturers; (e) a representative of the Zambia Chamber of Commerce and Industry; (f) a representative of the Economics Association of Zambia; (g) a representative of an association representing small and medium enterprises; (h) a representative from academia with knowledge and experience in business management relevant to this Act; and (i) one person from the private sector with knowledge and experience in matters relevant to this Act. (2) The ministries, institutions and organisations referred to in subsection (1) shall nominate their representatives for appointment by the President. 2) The ministries, institutions and organisations referred to in subsection (1) shall nominate their representatives for appointment by the President. (3) The President shall appoint the Chairperson of the Commission from among the Commissioners who shall be a person with knowledge and experience at senior level in business management, entrepreneurship, strategic leadership, corporate governance or any field relevant to this Act.
